VACANCY ANNOUNCEMENT

TELECOMMUNICATIONENGINEER

 

The African Union,established as a unique Pan African continental body, is charged withspearheading Africa’s rapid integration and sustainable development bypromoting unity, solidarity, cohesion and cooperation among the peoples ofAfrica and African States as well as developing a new partnership worldwide.Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

In seeking to achieve thisobjective, the African Union intends to strengthen its capacity to deliver by,among others, the filling of all vacant posts. This is to invite all citizensof the African Union member states who have required relevant qualificationsand work experience to apply for the following vacant position;-

2.    MAJOR DUTIES AND RESPONSIBILITIES: 

·        Manage Alcatel-Lucent OmniPCXEnterprise Communication Server; installation, configuration, operation andmaintenance of Alcatel-Lucent Rack 3 cabinet and Alcatel Lucent OmniPCX Office Large IP-PBAX distributed across all AUC offices ( HQ,Regional and liaison offices) comprising ISDN (E1) Interface, tie line,Digital, Voicemail and IP (VOIP & SIP) MediaGateway interface configuration

·        Manage ZTE integrated businessexchange device (IBX); installation, configuration, operation and maintenanceof ZXECS IBX10000 system; comprising ISDN (E1), IP (VOIP & SIP), FAX, VASServer and ISDN/ Ethernet Convertor Media Gateway configuration

·        Manage Voice Homogenous andHeterogeneous private VPN, IP (SIP) and TIE line PBX network and confirm smoothinteroperability

·        Manage, install, configure,operate and maintain telephone billing accounting software; administer telecomcost expenses and cost allocation system including review and verification ofmonthly telephone bills, provide billing information to budget and financesection for internal billing and preparation of cost estimate for budget andplanning purposes

·        Submitting proposals andconceptual designs as required for the system upgrade, major modification andspare part requirement.

·        Conducting trainings of users andswitchboard attendants

·        Liaising and maintaining goodworking relationship with all service providers and suppliers.

3.    QUALIFICATION AND WORKEXPERIENCE REQUIRED:

Education: Candidate must have at least Bachelor'sUniversityDegree in Electrical or telecommunication Engineering. Related practical training in PABX,digital Radio and satellite communications, voice and data communications orinternational leased lines would be an added advantage.

Work Experience: A minimum of 3 to 5 years ofexperience in the installation, operation, maintenance, and management ofcommunications equipment and networks, including PABXs, Digital radio &satellite communications, is required. Previous experience on Alcatelenterprise solutions, ZTE ZXECS IBX10000 and Soft Switch solution would be anadded advantage.

4.    OTHER RELEVANT SKILLS:

-      Excellentpractical knowledge of a wide range of modern ICT technologies

-       Ability to train the ICT personnel in theinstallation, operation and maintenance of various information andcommunications equipment

-      Familiaritywith operations of commercial telecommunications services, as well as withPrivate enterprise communications systems, e-mail, computer facsimile, andtelex, radio and satellite systems.

-      Strongtechnical background and experience in telecommunications systems design andinstallation.

-      Teamwork: excellentinterpersonal skills and ability to establish and maintain effective workingrelations in a multi-cultural, multi-ethnic environment with sensitivity andrespect

-      Goodcommunication skills, including the ability to convey technical concepts andrecommendations to non-technical staff at all levels, both orally and inwriting, in a clear, concise style

-      Abilityto organize, plan and implement work assignments, juggle competing demands andwork under pressure of frequent and tight deadlines

-      Client Orientation: Considers all thoseto whom services are provided to be “clients” and seeks to see things fromclients’ point of view; establishes and maintains productive partnerships withclients by gaining their trust and respect; identifies clients’ needs andmatches them to appropriate solutions; monitors ongoing developments inside andoutside the clients’ environment to keep informed and anticipate problems;keeps clients informed of progress or setbacks in projects; meets timeline fordelivery of products or services to client.

-      Hands-ontechnical training and problem solving skills; good knowledge of relevanttelecommunications policies, structure and strategy; ability to build a unifiedbut distributed user-friendly communications network; ability to assesstelecommunications needs at Headquarters and/or in the country or region; abilityto perform the various procurement related jobs, such as preparingspecifications and Request for Proposals for communications equipment,technical evaluation of bids.

 

5.   LANGUAGE REQUIREMENT

Proficiency in one of theAfrican Union working languages, Proficiency of one or several other AU workinglanguage(s) would be an added advantage.

6.   TENURE OF APPOINTMENT:

 

The appointment will be made on a fixed term contractfor a period of One (1) year, of which the first three (3) months will beconsidered as a probationary period. Thereafter, the contract could be renewedon annual basis annually subject to satisfactory performance and fundavailability.

 

7.    REMUNERATION:

The salary attached to the position is an annuallump-sum of US$72,033.93 inclusive of all allowancesfor internationally recruited staff, and US$ 60,430.34 inclusive of all allowances for locally recruited staff.
